MINUTES OF THE Council Meeting

HELD AT THE Council Chamber, Moreland Civic Centre, 90 Bell Street, Coburg

ON Wednesday 13 May 2015

The meeting commenced at 7 pm



PRESENT:

Cr Meghan Hopper (Mayor), Cr Helen Davidson (Deputy Mayor), Cr Sue Bolton, Cr John Kavanagh, Cr Samantha Ratnam, Cr Lambros Tapinos, Cr Lenka Thompson, Cr Rob Thompson, Cr Oscar Yildiz JP



APOLOGIES:

Leave of absence has been granted to Cr. Gillies - 16 April 2015 to 22 June 2015 inclusive.



Cr Gillies and Cr Teti.

Cr Yildiz moved, Cr Davidson seconded that -

The apologies for Cr Gillies and Cr Teti be accepted.

Cr R Thompson moved, Cr L Thompson seconded that -

The minutes of the Council Meeting held on 8 April 2015 and 27 April 2015 be confirmed.

Petitions:

PET12/15 Merlynston Progress Hall - Refurbishment (D15/100788)

A petition (D15/117974) has been received containing 200 signatures (200 postcards) requesting Council to consider allocating funds towards the restoration of the progress hall for the Coburg North community.

Cr Tapinos moved, Cr Kavanagh seconded that -

Council resolve:

1. The petition be received and noted.

2. The petition be referred to the Director City Infrastructure for consideration.

3. Any proposed action is emailed to all Ward Councillors and Councillors Responsible For, allowing seven clear days for Councillors’ feedback.

4. The first named signatory to the petition be advised of this action.

PET13/15 Gilpin Park Refurbishment (D15/117711)

A petition (D15/117951) has been received containing 164 signatures requesting Council to upgrade and adequately maintain the facilities and surrounds of Gilpin Park, Brunswick.

Cr Tapinos moved, Cr Kavanagh seconded that -

Council resolve:

1. The petition be received and noted.

2. The petition be referred to the Director City Infrastructure for consideration.

3. Any proposed action is emailed to all Ward Councillors and Councillors Responsible For, allowing seven clear days for Councillor feedback.

4. The first named signatory to the petition be advised of this action.

PET14/15 Hockey Stick Linemarking Request – Reynard Street, Coburg (D15/127676)

A petition (D15/127668) has been received containing nine signatures requesting Council to install hockey stick linemarking at all driveways in Reynard Street, Coburg between Sydney Road and the railway line.

Cr Tapinos moved, Cr Kavanagh seconded that -

Council resolve:

1. The petition be received and noted.

2. The petition be referred to the Director City Infrastructure for consideration.

3. Any proposed action is emailed to all Ward Councillors and Councillors Responsible For City Amenity, Transport and Waste Services, allowing seven clear days for Councillor feedback.

4. The first named signatory to the petition be advised of this action.

PET15/15 Purchase of Land - 208A Hilton Street, Glenroy

A petition has been received containing 10 signatures requesting Council to acquire land at 208A Hilton Street, Glenroy in 2015/2016 and provide funds for the design and construction of a multifunctional, culturally appropriate and inclusive First Nations Community Hub with open space.

Cr Bolton moved, Cr Tapinos seconded that –

Council resolve:

1. The petition be received and noted.

2. The petition be referred to the Director Corporate Services for consideration.

3. Any proposed action is emailed to all Ward Councillors and Councillors Responsible For, allowing seven clear days for Councillor feedback.

4. The first named signatory to the petition be advised of this action.

PET16/15 Traffic Installation - Intersection Main and O'Hea Streets, Coburg (D15/140665)

A petition has been received containing containing 302 signatures requesting Council to install traffic controls at the intersection of Main and O’Hea Streets in Coburg.

Cr Bolton moved, Cr Tapinos seconded that –

Council resolve:

1. The petition be received and noted.

2. The petition be referred to the Director City Infrastructure for consideration.

3. Any proposed action is emailed to all Ward Councillors and Councillors Responsible For City Amenity, Transport and Waste Services, allowing seven clear days for Councillor feedback.

4. The organiser of this petition, Ms Sue Picard, be advised of this action.
