Group Standardized Testing Procedures
A. Regular Education Students
All students in regular education will be tested with the group-standardized tests. In limited circumstances, regular education students may have the standardized test modified or may be excluded from the test.
Regular education students whose testing will be significantly modified or who are excluded from group standardized testing must be included on a list which consists of their names, grade levels, and reasons for exclusion from or modification of group standardized testing. This list is to be submitted to the district administrator when testing materials are returned to the Administration Office for scoring.
B. Students with Limited English Proficiency
The district personnel will make testing decisions for students with limited English proficiency based on the following levels of proficiency pursuant to 5.11596 (1) Statutes as follows:
(1) Does not understand or speak English.
(2) Understands simple sentences in English, but uses only isolated words or expressions in English.
(3) Speaks English with difficulty, converses in English with help, understands at least part of lessons and follows simple directions given in English.
(4) Understands, speaks, reads, and writes English with some degree of hesitancy which may be due to language interference because of a foreign language or non-proficient English spoken at home.
(5) Understands and speaks English well, but needs assistance in reading and writing in English to achieve at a level appropriate for his or her age or grade.

Students classified at level (5) will be tested with the state third grade reading test and group standardized tests by the school district. Students classified in level (1) - (4) as non-English proficiency or limited English proficiency should be exempt from these tests.
Students with limited English proficiency whose testing will be significantly modified or who are excluded from group standardized testing must be included on a list which consists of names, grade levels, and reasons for exclusion from or modification of group standardized testing.
C. Students with Exceptional Educational Needs
The district personnel will make testing decisions for students with exceptional educational needs based on the following criteria. Each student will fall in one of the following three categories. The district personnel will use the Individual Educational Plan (IEP) process to determine in which category each student is to be included.
(1) Grades K-6: The student who is mainstreamed in the regular classroom for reading should take the state third grade reading test and group standardized test.
Grades 7-8: The student who is mainstreamed in at least five of seven regular class periods should take the group-standardized test.
(2) The student will have testing significantly modified (e.g., under the guidance of the special education instructor, having the test read to him/her, etc.). The student's score will become information for the special education program. The IEP committee must justify why an EEN student received testing modifications.
(3) The student is excluded from group standardized testing. The IEP committee must justify why an EEN student should be excluded from the testing program.

EEN students whose testing will be significantly modified (category 2) or who are excluded from group standardized testing (category 3) must be included on a list, which consists of their names, grade levels, and reasons for exclusion from, or modification of group standardized testing. This list is to be submitted to the district administrator
when testing materials are returned to the Administration Office for scoring.
