  1. What proportion of disabled children living in the local authority attend:


a) mainstream (i.e. universal) childcare provision?

  1. What is the average cost of mainstream childcare provision in the local authority in comparison to specialist childcare provision?

Mainstream - Please see the chart on page 3 of this document.


Specialist

There is only one specialist school in Torbay and all fees for all children are funded either through the Early Years Nursery Education Grant or through funding allocated as a result of the child’s statement or Education Health and Care Plan.  It is therefore not possible to compare the fees as parents are not required to pay privately for anything except optional extras.




  1. What additional funding is available to childcare providers to enable disabled children to access provision, and how much of this has been claimed (in the past 12 months)?

The Council allocates funding for Activity Led Funding for Early Years (Alfey) which provides financial support to providers for children with special educational needs and disabilities.  Between April 2014 and March 2015 the Council paid Torbay providers £171,294 in Alfey funding.  The council has also secured additional funding to increase the rates providers receive from Spring 2016.


In addition to this funding, children with SEN and disabilities are also given automatic eligibility to the 2 year old funding offer which enables children to access up to 15 hours per week of Early Education from the term after their second birthday.
4. How many complaints has the local authority received about the availability, quality or cost of childcare provision for disabled children (in the past 12 months)?
None
