The Bulgarian Chess Federation, the National Children Chess Foundation “Sea Horse”, Chess Club „Veselin Topalov” and the Municipality of Varna, with the support of the European Chess Union have the honour to invite the national federations and the school champions from Europe and the rest of the world to participate in THE HOPES OF THE WORLD – 9th European Open Festival of the School Champions – Tournament for school children - U8, U10, U12, U14, U16, which will take place in Grand Hotel “Varna*” from 7 until 20 July 2012.
The tournaments will be held in the halls of Grand Hotel “Varna 5*” in the resort complex of „Sts. Constantine and Elena”.
„Odessos” hall of Grand Hotel „Varna” hosted in 1995 a match between the world ex-champion, GM Anatoly Karpov, and GM Veselin Topalov.
On 2nd September in Antalya – Turkey, at the traditional ceremony of the World Travel Awards, the famous Black Sea resort won two awards: “The Best Holiday Complex in Bulgaria” and “The Best Spa Complex in Bulgaria”

GENERAL TERMS AND CONDITIONS
1.1. Eligible to participate in the tournament are school champions (boys and girls) in various age groups (under the age of 8,10,12,14 and 16), born after 1 January 2004, 2002, 2000, 1998 and 1996.
1.2. All the costs (accommodation, catering, registration fee) shall be at the expense of the school, clubs or their sponsors.
2. CONDITIONS FOR REGISTRATION.
2.1. The registration form shall be filled in by the National Federation or by the school administration, and shall be sent by e-mail to the Organizing Committee no later than 15 May 2012.
2.2. Enclosed with the registration form should also be sent up-to-date colour photographs of the player and the trainer, as well as brief information about the player.
3.1. The tournaments shall be held on the Swiss system in 9 rounds. The event shall be played according to the FIDE rules. The time control for a game is 90 minutes for 40 moves per player plus 15 minutes until the end of the game.
3.2. The tournament is registered with FIDE and shall have international qualification validity.
3.3. Within the Festival programme there will be held the First Open Tournament “Fisher Random Chess”

4. FINANCIAL CONDITIONS
4.1. Each player shall pay the Organizing Committee a registration fee of BGN 30.
4.2. The transportation costs (if such is needed) from Varna Airport, railway station or bus station to the hotel on the arrival and departure dates shall be euros 20 per player + euros 30 for a trainer or another accompanying person.
4.3. The indicated amounts (registration fee and transportation) + the total amount for the accommodation, should be paid in by 15 May 2012 in their net value (without the bank charges) into the following bank account:

4.3.1. Those players, who have declared their participation by 15 May shall use a 5% discount from the amount for accommodation and catering.
4.3.2. Applications for participation after 15 May shall be accepted only in exceptional cases.
4.3.3. Players with registration after 15 May shall pay additional euros 10 on the basic tournament fee.
4.3.4. Players, accommodated in a place different to the official hotels shall pay a tournament fee 50.???????????????????
4.4. After receiving the registration form and the bank transfer, the Organizing Committee shall start the procedure of registering the payers for participation in the tournaments, and shall confirm the accommodation.
5. ACCOMMODATION AND CATERING
5.1. The accommodation and catering for the participants and the accompanying persons shall be in the official tournament hotels: Grand Hotel Varna* or in a four-star hotel within the system of Grand Hotel Varna 5*

The prices are per room per day on an All Inclusive basis.
6.1. Main tournament “The Hopes of the World”
6.1.1. The winners in the various age groups under 8, 10, 12, 14 and 16 shall be conferred the title Champion of the School Champions.
6.1.2. The winners of the first three places shall receive diplomas and medals.
6.1.3. The winners in the under 8 tournaments shall receive gift awards.
6.1.4. Awards will be given to the youngest players – boy and girl.
6.1.5. The winners in the age groups under 10 (girls) and under 14 (boys) shall receive special cups on behalf of the Grandmasters Antoaneta Stefanova and Veselin Topalov (world champions U10 and U14 in 1989 in Puerto Rico).

6.6.1. The monetary prizes are guaranteed under the condition that there are at least 16 players participating in each group.
6.1.6. All the participants shall receive certificates for participation and souvenirs.
6.2. Team ranking of the participants in “The Hopes of the World”.
6.2.1. Four players from one club or school in the age groups under 8, 10, 12, and 16 shall be ranked as a team in the Tournament “The Hopefuls of the World”.
6.2 2. Awards – cups or gift awards.
6.3. Within the programme of the “The Hopefuls of the World” there will be held the First Open Tournament “Fisher Random Chess”.
6.3.1. Participation fee – 15 Euros
6.3.2. Participation rules – age groups under 8; under 12; under 16.
6.3.3. Awards - 1st-3rd place – cups - diplomas + Monetary prizes or Gift awards
The awards are guaranteed with at least 16 participants per tournament.
