TERMS OF REFERENCE
Position: Expert on demo-projects management
Project Title and Reference No: №00080414, UNDP/GEF Promotion of Energy-Efficient Lighting in Kazakhstan
Type of Contract: Individual contract
Place of Work: Astana
Period: 4 months in 2013 after signing the agreement

Introduction:

The long-term objective of the UNDP/GEF Project is to achieve energy savings and avoided greenhouse gas (GHG) emissions via transformation of the lighting market in the Republic of Kazakhstan, including implementation of a phase-out of incandescent lamps, while ensuring alternative products’ quality and cost-effectiveness, as well as safe disposition of spent mercury-containing lamps.

The project will achieve this objective via four components:

1) policy development and implementation;

2) market development;

3) education and outreach;

4) demonstration projects embodying best practices and technology.
Rationale:

The project facilitates the conception, execution, and replication of demonstration projects on EE lighting. With improving national technical experience, and documenting technical and financial information, the implementation of pilot demonstration projects will allow remove barriers of low technical capacity and risk aversion about new technologies and practices.

The project action plan for 2013 envisages implementation of pilot projects on EE lighting to demonstrate technical feasibility, and economic, social and ecological implications of EE lighting in municipalities and government organizations.

In addition, it is envisaged not only to implement and replicate new demonstration projects, but also facilitate replication of demonstration projects, which were implemented by other organizations like Development Banks, NGO, companies, etc. When selecting such projects similar criteria will be used regarding energy saving potential, replication feasibility, capacity building needs, and cost allocation.

Therefore, the Project is seeking a national pilot demonstration projects expert to manage and monitor demonstration projects, and facilitate replication of the previous demonstration projects.
Objective:

Management and appraisal of effectiveness of the pilot demonstration projects implemented by the Project, analysis and facilitation of replication of demonstration projects that were/are implemented by other organizations.


Scope of Work:

The Expert will focus on the following tasks:




  1. Control the assembly and installation of EE lighting in the Project’s pilot demonstration projects. Submit a written report on outputs, with attaching photo materials after each trip to the pilot areas;

  2. Render technical assistance in organizing discussions on pilot projects with municipal authorities and stakeholders. Prepare and conduct necessary consultation meetings, collect and generalize provided comments, finalize documents for the promotion of the Project’s demonstration projects;

  3. Prepare review of the previous EE lighting projects implemented by other organizations over the last 5 years, including national and international NGOs, Development Banks and Organizations, private companies, etc. in Kazakhstan in terms of feasibility and replicability;

  4. Monitor and evaluate, including quantification, both baseline and energy-efficient electricity consumption, as well as illumination and occupant satisfaction;

  5. Monitor and verify energy savings and GHG emission reductions realized from the pilot projects;

  6. Based on performed works, prepare information materials for presentations, reports and other handouts for the seminars, workshops and roundtables.

Place of work: City of Astana. Trips across Kazakhstan may be included. Trips schedule to pilot areas will be as follow: 3 trips to East Kazakhstan oblast: Ust-Kamenogorsk, Ayagoz; 10 trips to Akmolinsk oblast: 3 to Stepnogorsk, Kokshetau, 3 to Novokubanka village, 3 to Arnasai village; 2 trips to Karaganda. All trip expenses, rent of equipment, communication services and any other expenses related to this work should be included in the quotation amount.
Payment will be effected in 4 tranches upon completion of works and validation of results by the Project Manager
Reporting and materials should be presented in Russian in electronic form in MS Word (2003 and on) in a format adopted by UNDP projects. Font and size: Arial, 12.
Responsibilities:

  • Accountable to the UNDP/GEF Project Manager;

  • Ensure timely and quality fulfillment of the Terms of Reference;

  • Ensure the absolute fulfillment of requirements specified in the individual contract.


Required skills, expertise and experience:

  • Higher education (Master’s program will be considered an asset);

  • Work experience of not less than 3 years in project preparation and management, research works. Work experience in energy efficiency area will be considered an asset.

  • Experience in monitoring implemented projects

  • Knowledge in calculating GHG emissions to the air.

  • Skills in needs analysis, and work experience in planning, preparation and implementation of trainings.

  • Fluency in Russian language is obligatory, knowledge of Kazakh and English would be an asset.
