From: Commander, (Current Command)

To: Commander, Naval Personnel Command (PERS 445)

Subj: APPLICATION FOR ENGINEERING DUTY OFFICER DOLPHIN PROGRAM

  1. Forwarded, strongly recommending approval.

  1. Lieutenant XXXXX has strong leadership and technical skills that would help him to succeed at challenging Engineering Duty assignments in the submarine repair and overhaul industrial environment. He is suited for the Engineering Duty Dolphin program and with his former surface warfare officer and diving experience expect him to be an asset to the Engineering Duty Officer Community as an ED Dolphin qualified officer.

Subj: APPLICATION FOR ENGINEERING DUTY OFFICER DOLPHIN PROGRAM

  1. I respectfully request to enter qualification for Engineering Duty Dolphins per references (a) and (b).

  1. Talk about your experiences in college (where you went and what degree you earned). Talk about your experiences in the navy. Here is an example…

I have served previously as an enlisted Nuclear Trained Electronics Technician completing both Nuclear Field “A” School and Naval Nuclear Power School. I have earned a bachelors degree in Nuclear Engineering from Pennsylvania State University and masters degree in Mechanical Engineering as well as a Mechanical Engineers Degree from the Naval Postgraduate School (NPS). Additionally, I completed the Total Ship Systems Engineering (TSSE) course of instruction at NPS. I hold a professional engineer’s license in Mechanical Engineering from the State of California. I have served as the Communications Officer, Combat Information Center Officer, Assistant Navigator, Auxiliaries Officer, Damage Control Assistant and Electrical Officer on USS KLAKRING (FFG-42). My shore assignment was as an instructor for Tomahawk Watch Officer and Cruise Missile Command course as well as Gunnery Officer and Fire Control Officer responsible for “GM” and “FC” enlisted “C” schools at Fleet Combat Training Center Atlantic, Dam Neck, VA. My qualifications include Surface Warfare Officer, Tactical Action Officer, Engineering Officer of the Watch (gas turbine) and Officer of the Deck.

  1. Explain why you want to do ED Dolphins. Talk about your desire to learn the submarine repair and overhaul business and that you want to do your ED Qual tour at XXXXX working submarines. Talk about ED Dolphins making you a better ED Officer by allowing for greater flexibility of assignments in the ship repair and overhaul jobs. Again, here is an example...

I am interested in the Engineering Duty Officer Dolphin Program because it will provide me with a greater understanding of the submarine force on which I currently work. As a surface warfare qualified officer, my knowledge of the submarine community is limited to the tactical interaction of surface ships and submarines as well as combat capability of the submarine force. The training associated with the qualification will provide me an opportunity to gain a more well-rounded knowledge of the operations, ship board systems and maintenance/material requirements of the submarine force. Additionally, the qualification will provide me with greater flexibility and depth for future assignments.

Very Respectfully,

X. X. XXXXXXX
