Transition Arrangements

This qualification has been reviewed and replaced by the New Zealand Certificate in Commercial Road Transport (Specialist Driver) (Level 4) with strands in Transportation of Logs, Heavy Haulage Transportation, Livestock Transportation, Dangerous Goods Transportation, Waste Transportation, General Cartage, and Groundspreading [Ref: 3091].


The last date for entry into programmes leading to the replaced qualification is 31 December 2017. The last date to meet the requirements for the replaced qualification is 31 December 2019.
People currently working towards the replaced qualification may meet the requirements by the date specified or transfer their results to the replacement qualification.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.  However, anyone who feels that they have been disadvantaged may appeal to MITO at the address below.  Appeals will be considered on a case by case basis.

Purpose

This qualification is for people who work in the commercial road transport industry and who require a Class 4 or Class 5 driver licence to drive goods service vehicles. It shares some compulsory standards with the National Certificate in Goods Service (Core Skills) with optional strands in Dangerous Goods, and Forklifts [Ref: 1227]. It can therefore build on the content of that qualification or be achieved independently.


The core compulsory standards ensure that the driver has the skills and knowledge to:

  • identify and respond to hazards;

  • select and record routes;

  • prepare a heavy motor vehicle for use; and

  • load, drive, and unload a goods service vehicle safely.

The elective strands allow candidates to choose standards for either heavy rigid (Class 4) or heavy combination (Class 5) vehicles, and then supplement those skills from a wide range of standards that reflect the diverse roles that exist for heavy motor vehicle drivers.


People who complete the core compulsory standards and one of the elective strands may then choose to complete one of the optional strands. The optional strands are designed to recognise the specific skills required to transport bulk dangerous goods, livestock, and perishable products by road.
This qualification provides a pathway to higher level national certificates including the National Certificate in Road Transport Management (Operations) (Level 4) [Ref: 1209] and the National Diploma in Road Transport Management [Ref: 0961].
Special Notes
This qualification does not permit the holder to drive a motor vehicle on New Zealand roads. To drive a motor vehicle legally, the driver must be the holder of the appropriate current driver licence of the Class for the vehicle. The NZ Transport Agency issues driver licences.

Replacement Information

This qualification and the National Certificate in Goods Service (Core Skills) with optional strands in Dangerous Goods, and Forklifts [Ref: 1227] replaced the compulsory section of the National Certificate in Commercial Road Transport (Goods Service) with strands [Ref: 0680].


While this qualification is not a direct replacement, the optional strands were added to version 2 of as a result of the simultaneous review of the National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref: 1229], National Certificate in Transportation of Livestock by Road [Ref: 1230], and National Certificate in Transportation of Perishable Products by Road [Ref: 1231]. All three of those qualifications were designated expiring as a result of the review.

Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand Qualifications Authority (NZQA) Rules and Procedures publications available at http://www.nzqa.govt.nz/ncea/acrp/index.html.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements
Version 3
The qualification was revised in response to feedback from industry and training providers that the strands’ elective options were insufficient to meet the requirements of the ready-mixed concrete and general freight sectors and also to include newly-developed standards created as a result of the review of the bulk dangerous goods standards in the Goods Service domain.
Changes to structure and content:

  • In the compulsory section of the optional Transportation of Bulk Dangerous Goods by Road strand, newly-developed standard 25986 replaced standard 20645, and standard 1739 was removed. In the elective section, newly-developed standard 25985 was added and the credit values of standards 1757, 15160, and 15161 were updated.

  • The minimum credit total for the optional Transportation of Bulk Dangerous Goods by Road strand increased from 79 to 82.

  • Standards 6466, 10851, 10852, 17592, 18409, 18954, and 26219 were added to the Heavy Rigid Vehicle and Heavy Combination Vehicle strand elective sections; and standard 8560 was added to the Heavy Combination Vehicle strand elective.

People currently working towards version 1 or version 2 of this qualification may either complete the requirements of that version, or transfer their results to this version of the qualification. However, all new candidates will be enrolled in programmes leading to version 3 of this qualification.
It is not intended that anyone is disadvantaged by this revision, and the above arrangements have been designed for a smooth transition. Anyone who feels they may have been disadvantaged should contact NZ Motor Industry Training Organisation (Incorporated) at the address below.
For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard – see table below.

While this exemption is valid for the purpose of completing this qualification, it should be noted that if a candidate does not already hold a Class 4 or Class 5 driver licence, they will need to complete standard 24089 in order to satisfy current NZ Transport Agency requirements for those licences.



Previous versions of the qualification


Version 2 was issued following review. NZ Motor Industry Training Organisation (Incorporated) initiated the review in November 2006 because industry indicated that the qualification was not meeting requirements in terms of pathways or core skills.
Changes to structure and content: prerequisite qualification removed; standards 3464 and 22152 removed from the Core Compulsory section; standards 1753, 3465, 15158, 17677, 22150, and 24089 added to the Core Compulsory section; Elective 1 List A and List B replaced by Heavy Rigid Vehicle Strand Compulsory and Heavy Combination Vehicle Strand Compulsory respectively; Elective 2 removed; Heavy Rigid Vehicle Strand Elective and Heavy Combination Vehicle Strand Elective added; optional strands in Transportation of Bulk Dangerous Goods by Road, Transportation of Livestock by Road, and Transportation of Perishable Products by Road added; credit total increased from 46 to 56; title changed to include new strands.
People currently working towards the expiring National Certificate in Commercial Road Transport (Goods Service) with strands [Ref: 0680] may complete its requirements or transfer their results to version 2 of this qualification. The last date for assessment for the expiring qualification is 31 December 2011.

Version 1 of this qualification and the National Certificate in Goods Service (Core Skills) with optional strands [Ref: 1227] replaced the compulsory section of the National Certificate in Commercial Road Transport (Goods Service) with strands [Ref: 0680] following its review.
