ATC’s must be submitted to the Mn/DOT Project Manager in accordance with ITP 3.7.1. Proposers may submit them electronically at their discretion. Book 2, Section 2

Are delineators included in the Work for the project?

Yes, all signs identified in the 2006 Standard Signs Summary are included in the project except those that are specifically excluded in Book 2, Section 2.

Are the delineators mounted on barriers and guardrails included?

Guardrail, bridge rail and barrier reflectors (I-flex) shall be replaced as part of the project. This will be clarified in an addendum.

Book 2, Section 1.2.4 and Section 2.3.4

Are SignCAD plans required as Release for Construction documents?

SignCAD designs should be submitted as electronic files in SignCAD format and accepted by in accordance with Book 2, Section 2.3.4.
SignCAD plans are not required as part of the Release for Construction documents.

Various

The RFP refers to As-Built documents in various locations. Please describe.

The required As-Built document is the inventory portion of the Sign Data Spreadsheet and any documentation necessary to support the inventory. (e.g. variations from standards and reasons for those variations)

General

It appears that some existing signs are not included in Exhibit 1 – Existing Sign Data, particularly in the city of Alexandria.

Mn/DOT has taken responsibility for the accuracy of Exhibit 1 – Existing Sign Data. Existing signs that are not included in Exhibit 1 that need to be replaced will be paid in accordance with the table in Book 2, Section 1.2.1.3.
Note: new signs (signs that do not currently exist but are required to meet standards) are included in the Contractor’s price for the project.

General

The ITP uses the phrase “signs 1999 and newer”. Book 2 uses the phrase “prior to 1999”. Please clarify the status of signs placed in 1999.

Signs placed through 1998 shall be replaced regardless of condition. (Note that some, such as deer crossings are removed and not replaced. The assessment may identify others.)

Signs placed in 1999 through the present may be replaced depending on the findings of the assessment. Except where otherwise specified to be replaced, these signs are subject to payment in accordance with the table in Book 2, Section 1.2.1.3.

Please provide more information concerning the headers in the Book 2 Exhibits.

A key to the Existing Sign Data spreadsheet will be posted to the website.

Book 2, Section 1 and Section 2

The RFP specifies 28 days for manufacture and delivery of Mn/DOT supplied signs. How long will Mn/DOT review of SignCAD designs take?

Mn/DOT will respond as quickly as possible to reviews for Approval or Acceptance. The RFP requires Mn/DOT to respond within 14 Days in Book 2 Section 1.2.4.1. The 14 Day review is separate from the 28 Days for manufacture and delivery.

Please clarify the submittal requirements for the second and third bullets regarding proposal forms in 4.3.3.2 and 4.3.3.3.

The submittal requirements for forms will be clarified in an addendum.

Book 3

Mn/DOT initiated clarification of DBS 1505.

S.P. 2901-18 has been awarded and the project has started. It is currently worded in the DBS as "intends to call for bids". The project is in Park Rapids but includes signing on T.H. 34 in District 4. This will be clarified in an addendum.

Book 2, Section 1.2.4

Clarify timing for start-up meeting and minutes.





Project Start-up Meeting shall be held within 8 days of NTP 1. Minutes for all meetings shall be delivered within 5 days of the meeting. This will be clarified in an addendum.

Book 1, 2

Safety management plan is required to be submitted within 10 days of NTP 1 in one location and prior to NTP 2 in other locations. Please clarify.

The Contractor shall submit the Safety Management Plan prior to NTP 2. This will be clarified in an addendum.

Book 2

Mn/DOT initiated: Culvert markers were incorrectly excluded from the project at the informational meeting.

All signs identified in the 2006 Standard Signs Summary are included in the project except those specifically excluded in Book 2, Section 2. Additional detail on X-series signs will be included in an addendum.
