INTRODUCTION

General information

This document is developed for the project LIFE11 INF/AT/902, co-funded by the EU’s LIFE programme.

Reference materials on sturgeons have been compiled including:

  • scientific studies referring to sturgeons;

  • scientific material not published in official publications (presentations etc.)

  • reference on the fish-farms producing caviar and/or sturgeon meat (requesting their Annual Reports from NAFA for a period of 5 years ago);

  • compilation of applicable primary and secondary legislation and European conventions, directives, regulations and guidelines relating to sturgeons, as well as policies in Bulgaria and Romania with regard to conservation and use of sturgeons.

Considering that one of the project outputs is an electronic database on sturgeons, reference materials have been collected exclusively in electronic format. The electronic archive is divided into folders, with the general principle for file names being:

No_YYYY_info_author(s)_Country where:

No – consecutive number of the reference material;

YYYY – publication year of the reference material; when unknown, YYYY remains as indication;

info – brief information (as far as possible) indicating the subject of the reference material;

author(s) – author of the reference material or, when a piece of legislation is referred to, the institution that has issued it; not applied for the file names of Action Plans;

Country – country of publication. When international document is referred to, the indication is „INT”;

The aim had been to have the shortest possible file name though including the most indicative information.

The filing index includes the following topics (electronic database folders, respectively):

  • Scientific publications referring to sturgeons (folder „Scientific” in the electronic data base)

The reference materials under this topic have been compiled in two main ways: direct contact with Bulgarian and Romanian scientists working on sturgeon related issues, and internet search. Depending on their relevance, the scientific publications are divided into sub-categories:

Scientific publications with participation of Bulgarian authors (Folder BG authors). In addition to the full texts of the studies, this section includes a list of titles of Bulgarian authors’ scientific publications which are not yet available in full text.

Scientific publications with participation of Romanian authors (Folder RO authors). In addition to the full texts of the studies, this section includes a list of titles of Romanian authors’ scientific publications which are not yet available in full text.

Scientific publications referring to the Danube and Black Sea (Folder Danube and Black Sea), i.e. also relevant to Bulgaria and Romania.

Scientific publications from the rest of the world (Folder Rest of the world”), less relevant to the region but important for sturgeon or caviar trade in general.

  • Legislation referring to sturgeons („Regulatory”)

Information is divided as follows:

Bulgarian legislation (“BG”) Constitution, Laws, Ordinances, Orders, Instructions

Romanian legislation (“RO”) – Laws, Decrees, Ordinances, Decisions

EU legislation (“EU”) Regulations, Directives, Decisions

International agreements (“International”) Conventions, Resolutions, Agreements

  • Strategic documents referring to sturgeons (“Strategic documents”)

Four sub-categories are included here:

Action Plans (“Action Plans”)

Bulgarian Strategic Documents (“BG docs”)

Romanian Strategic Documents (“RO docs”)

International Strategic Documents (“International docs”)

  • Other materials referring to sturgeons („Other materials”)

This category includes both full text documents and links to reference materials which was not circulated in official publications. Again, reference materials have been compiled mainly by internet search. Links to the relevant web-pages with brief description about the contents are listed in a table. Materials published after 2005 have been compiled.

  • Reference on the fish-farms producing caviar and/or sturgeon meat

Data about Bulgarian and Romanian fish-farms operating with sturgeons were provided by NAFA upon written request.

Data have been provided again by NAFA.
