INSTRUCTIONS FOR MANUAL PROCESSING OF NOAC 352s
NOTE: The CAO/Interagency Process should be used when transferring/moving from one DCPDS region to another DCPDS region. It should not be necessary for users to manually process NOA 130 or NOA 352 actions when employees are moving from one DCPDS region to another DCPDS region. This includes IBB and EOP. (See list of agencies in DCPDS in Appendix A)
Enter effective date of one day before the pickup50 effective date. If any actions were processed effective after that date, they will need to be cancelled prior to processing this action. Enter 352 as NOAC. Enter agency in popup box. See Block 46 of pickup 50 for name of agency.


Department of Defense Education Activity

Enter Legal Authority Code and fill in based on GPPA.




Enter remarks.

M67 – Forwarding address.

345 – Lump sum annual leave will not be paid.

309 – Leave to be transferred.

S48 – Reason(s) for termination: Transfer to Other Agency.

ZZZ – if FEHB coverage, type “Health benefits coverage will continue.”




US Fed Transfer Information, enter Agency Code transfer to. See Block 47 of pickup 50.


DD16 (Department of Defense Education Activity

Separation Other Than Retirement, enter Drawdown Action ID = 0.


Retirement and Separations, enter Reason for Separation = 80, Sep Pkg Status Ind = 0, and Type of Pay Change=L.



NOTE: Retirement and Separations, If employee is transferring to an agency serviced by DFAS/DCPS (see list in Appendix A), enter “gaining” payroll office under Gaining Payroll Office Number. If employee is transferring to an agency NOT serviced by DFAS/DCPS, then enter “gaining” payroll office as ‘00’.
