COMMITTEES

The Board met four times throughout the year.


The Education and Finance and General Purposes Committees have each met four times during the year. In addition to the normal workload a significant amount of discussion has taken place on development of the Primary Dental Care Pathway. Additionally, considerable work has taken place on the consolidation of the Faculty’s overseas programmes and centres in Jordan, Kuwait, UAE, Bahrain and New York.

Education Committee Report (by Chair, Dr. Christine McCreary)
Dr. Christine McCreary, having been re-elected to the Board for a further term, remains as Chair of the Education Committee. This Committee met three times to date in 2012 and continues its role as before as supervisor and watchdog of educational policy of the Faculty. It has been a very busy year for this Committee with much business to transact during each meeting and from now on it is intended that the Education Committee will meet five times each year with additional teleconferences to ensure smooth delivery of actions plans and efficient and timely functioning of the committee. The main responsibility remains the co-ordination and running of the FFD, MFD, FGDS and MGDS examinations, together with the ongoing visitation and accreditation of the various educational centres approved for training located in Jordan, Kuwait, Bahrain, Qatar, United Arab Emirates and New York.. The Committee had a major remit this year in the design of an appropriate Diploma course which the Dental Council finally signed off on in September 2012. This took a considerable time to come to fruition and many of the present and past Board members are to be congratulated on their tenacity and negotiating skills in seeing this task through.
Examinations

Mr. Ken Halpenny remains in charge of the examinations sub-division of the Education Committee and is responsible for all matters pertaining to the overall co-ordination of examinations. The smooth running of the examinations in our Dublin centre has been mainly organized by a sub-committee via teleconferencing. Dr Ebrahim Al-Awadhi has taken over from Dr. Blake as the logistical planner on the days of the examination. This is a huge organisational task and we are very grateful for his help and support.

 

Inspections and Recognitions 

Mr. Sean Sheridan continues to head up the Inspection and Recognition sub-Committee. The demands on him continue to be onerous. To add to a very heavy work load Mr. Sean Sheridan also reports on the MFD, FGDS and MGDS examinations groups meetings and the MFD, FGDS and MGDS examinations held both in Ireland and overseas. Mr. Sean Sheridan ability to not only compile reports on each and every aspect of his charge he also manages to have them circulated well in advance of meetings. The Committee owes him a debt of gratitude for his endless travelling, examination and Committee time spent on behalf of the Faculty.


A specific word of thanks to Dr. Albert Leung, who now Chairs the Primary Dental Care Examinations Committee. In addition to this role, Dr. Leung has been involved in the Part 2 MFD Preparation Courses in Kuwait and Khartoum, as well as being an examiner in Part 2 MFD and Part 2 MGDS. His immense contribution to the Regulations and Learning Outcomes for the Diploma in Primary Care Dentistry is to be applauded.
Thanks are due to all members of the Educational Committee for their contributions during the year but special thanks to the Dean, Prof. Gerard Kearns. On behalf of the Committee I would finally like to thank our C.E.O., Dr. Peter Cowan who simply co-ordinates everything and our secretarial staff who keep the Committee running throughout the year.

Inspection and Recognition Committee Report (by Chair, Mr. Sean Sheridan)
Inspections & Re-inspections:
Overseas:
Dental Corps, Royal Medical Services, King Hussein Medical Centre Amman Jordan:

Following the re-inspection in April 2012, the above centre was approved for recognized training under the MFD Regulations of Training Posts for a 5 year period. The facilities will be due for re-inspection in 2017.



Hamad Medical Corporation, Doha, Qatar:
Still awaiting re-inspection.
Oman:
Following an invitation by the Oman Medical Specialization Board, Dr. Byrne and Mr. Sheridan visited Oman in September 2012. During the visit to Muscat the following institutions were visited, Al-Nahdha Hospital, the Royal Oman Police Hospital, The Military Dental Centre Oman, and the Oman Dental College.

Discussions are ongoing with the Faculty of Dentistry RCSI and the Oman Medical Specialization Board in relation to the establishment of postgraduate training programmes.


Overseas Centers:
Ajman UAE: Ajman University of Science & Technology Network (AUSTN) continues to be a centre for Part 1 MFD RCSI twice a year. Dr. Byrne following continued discussions with the Ministry of Health UAE has greatly increased the profile of the Faculty of Dentistry RCSI resulting in a substantial increase in the number of candidates entering the examination [35 for the October 2012 diet]. Appreciation is due to Dr. Sam Thomas who looks after all aspects of the examination process at a local level in Ajman.
Bahrain: MUBRCSI hosts the Part 1 MFD twice a year and one diet of Part 2 MFD.
Jordan: Part 1 MFD is held twice a year in Jordan alternating between the University

of Jordan (UJ) Amman [April] and the Jordanian University of Science & Technology (JUST) Irbid [October]. Part 2 MFD is held annually in JUST.


Kuwait: Kuwait Institute of Medical Specialization [KIMS] continues to host Part 2 MFDRCSI in June each year with a supplemental examination taking place in September restricted to those candidates who were unsuccessful in the June diet. Since the commencement of this postgraduate programme over 200 residents have been successful in obtaining the MFDRCSI Diploma.
The MGDSRCSIKU Programme continues with great enthusiasm with an annual intake of between 10-11 residents. Dr. Keating & Mr. Sheridan continue with the mentoring process twice a year over a 4 day period.
Since commencement of this postgraduate programme 22 Residents have been successful in the MGDSRCSI examination.
Sudan: The number of candidates sitting Part 1 MFDRCSI in the University of Khartoum Sudan continues to increase. Thanks to Dr. Osama Omer and Dr. Albert Leung for their immense support in providing preparatory courses. The first Part 2 MFDRCSI diet to be held in Sudan will be in January 2013.

USA: The Dean and Dr. Cowan continue discussions with the staff of NYU particularly in relation to marketing strategies for all the postgraduate programmes but specifically for Parts 1 & 2 MFDRCSI. The FFD & Part 2 MFD Examination will be held in May each year. The Part 2 MFDRCSI Examination was held on 22nd September 2012. The 1 candidate sitting the examination was successful. The first diet of the Part 1 MFD took place in New York University (NYU) in October 2012.

Kuwait (by CEO, Dr. Peter Cowan)
The Faculty is currently in the process of delivering a fourth three year Contract with the Ministry of Health, KIMS. The collaboration with Kuwait has been a major success since it was initiated in 2003 with more than 220 MFD graduates and almost 30 MGDS graduates from the two RCSI-KIMS programmes. With KIMS instituting a 5 year training programme to parallel the 2+3 year training programme commenced by RCSI, it has been possible to obviate the need to continue the MFD Part 1 examination in Kuwait. However, the MFD Part 2 numbers are still high with approx 50 candidates per year sitting this examination, which is a requirement to progress to R3 in the KIMS training programme.
It is anticipated that the current Contract negotiations will be closed out shortly with both sides content to move forward for many years to come. A new training centre will be opened in 2013 for the MGDS trainees with an opportunity to provide training for up to 40 candidates per year over a three year period.

New York University (by CEO, Dr. Peter Cowan)

 

The FFD OSOM programme in the College of Dentistry, NYU continues to run successfully for the Faculty. Although numbers are still small, the strong collaboration between the two institutions has major implications for the future. The first ever overseas diet of the FFD examination took place in June 2012 in the College of Dentistry, NYU and all four candidates were successful. The FFD (OSOM) examination will continue to be held in NYU in May of each year from 2013.


Recent discussions have highlighted the opportunities to progress both the MFD Part 1 and Part 2 examinations in NYU. The first Part 1 MFD examination was held in October 2012 and it is anticipated that there will be one diet per year in April from now on. The Part 2 MFD will be held annually in May from 2013 onwards.

HSE (by CEO, Dr. Peter Cowan)
The Faculty has entered into negotiations with the HSE to set up a Service Line Agreement (SLA). This will provide the basis for financial support for the Faculty’s activities through an agreed programme of work for both the Irish Committee for Specialist Training in Dentistry (ICSTD) and the Faculty itself. This figure will cover salaries within the ICSTD framework and also support for meetings for the various members of committees, office space, etc. It is hoped that this new format will help to streamline future discussions and projects.


ICSTD Report (by Director, Mr. Ken Halpenny)
The Irish Committee for Specialist Training in Dentistry will hold its second six monthly meeting of 2012 on Tuesday, 6th of November. This meeting will be the final meeting for the present committee as its three year term expires with this meeting. This will result in seeking nominations to fill the various bodies represented on the committee as well as the six Advisory Committees that report to the main committee.
It has been a busy year for the ICSTD in that all normal functions of the committee took place with inspections and visitations of the various programmes and the annual reviews of trainees ISTAPS. Trainees completed programmes successfully in Orthodontics, Oral Surgery as well as Periodontology, Paedodontics, Special Care Dentistry and Oral and Maxillofacial Pathology. New trainees have commenced in the various speciality programmes except Paedodontics and Oral Maxillofacial Pathology. There are increased numbers in Special Care Dentistry and Oral Medicine plan to recommence their programme at DDUH.
The ICSTD committee has had somewhat an uncertain year with regard to its future role and even its existence. You will recall that the demise of the Post Graduate Medical and Dental Board saw the transfer of funds for the ICSTD to the HSE. There was a delay in the permanent appointment of the Clinical Lead in Oral Health and all this resulted in uncertainty and difficulty in obtaining the necessary finance to maintain the ICSTD. Following a meeting between the Faculty of Dentistry RCSI and the Chair and Director of the ICSTD with the HSE, it was agreed that a SLA (Service Level Agreement) be completed. This was to be between the Faculty of Dentistry RCSI, under whose auspices the ICSTD Committee sits and the HSE. Thanks to an inordinate amount of work by the CEO, Dr. Peter Cowan and a contribution from the Director, the agreement was completed and awaits signing off. Hopefully this will at least assure some continuity for the ICSTD into the future.
As Director, I have attended all meetings of the Forum of Postgraduate Medical Training Bodies in the past year. This body coordinates all the various specialties involved in postgraduate medical training and has succeeded in achieving a remarkable amount of funding from the HSE for the various medical specialties and even has secured funding for PhD programmes. All postgraduate medical training is dealt with by MET (Medical Education and Training unit ) however, Dentistry has been assigned to the Clinical Lead in Oral Health which isolates us from the general agreements that have been secured by medical specialties.
As Director, I also attended the meetings of Joint Committee for Postgraduate Training in Dentistry (JCPTD) in the UK. This committee monitors all specialist training in dentistry in the UK and we just have to be envious of the amount of funding that has been allocated for the various dental specialties. The question of access of Irish Postgraduates to Dental Foundation Training in the UK has been raised at a number of meetings. The difficulty here arises because FT has become compulsory for all UK graduates wishing to work in the UK’s NHS system, making training spaces competitive. This therefore creates difficulty for Irish postgraduates wishing to secure a place on one of these training programmes. The Programme Directors have admitted they are very happy to take Irish graduates but face the wrath of their own graduates who then find difficulty getting a placement. The Minister for Health has been written to by the JCPTD outlining their concerns but his response has been that monies are not available and that uptake of the previously existing Vocational Training Programmes in Ireland was limited.
Throughout the year the ICSTD has had difficulties with secretarial services which has resulted in communication being inadequate at times. Hopefully this will be resolved in the near future.

FELLOWSHIP IN GENERAL DENTAL SURGERY (FGDS) AND MEMBERSHIP IN GENERAL DENTAL SURGERY (MGDS)


The MGDS Study Group continues to be well attended under the expert guidance of Dr. Mary Keating. Dr. Joan Nolan was successful in the MGDS Examination in December 2011.

We are now in the sixth year of collaboration with Kuwait Institute of Medical Specialization [KIMS] and the 3 year programme of training towards MGDSRCSI. There are 30 residents in the current programme [11 in Year 3; 10 in Year 2; 9 Year 1]. The most recent MGDSRCSI diet in Kuwait saw 4 candidates successful.




ANNUAL SCIENTIFIC MEETING – OCTOBER 2011


The Annual Scientific Meeting 2011 was held in the Royal College of Surgeons on Friday, October 28th and Saturday, October 29th on the topic of ‘Restorative Dentistry & Endodontics’. This was an excellent meeting with a range of international speakers.


LEO HESLIN MEMORIAL PRIZE

The Twelfth Leo Heslin Memorial Medal (2011) was awarded to Dr. Jill O’Donnell of the Dublin Dental School and Hospital.




ADRIAN COWAN MEDAL

The Adrian Cowan Medal (2011) was awarded to Dr. Ciara O’Reilly of the Dublin Dental School and Hospital.
