Date of Audit 23/10/09.

1. Name of the Project implemented at VEC: a) Construction o Road from Apalgre to Raksamgre via Cimagre. b) Construction of 2 units Culvert.

a) Construction o Road from Apalgre to Raksamgre via Cimagre:



  • The work order was sanctioned on 6/9/07. Total project cost is of Rs. 248000/- for 3542.85 estimate man days. This was started from 6/10/07 and well completed within 2283 estimate man days.This was 2.5 KM in length and 7 meters wide with 2/2 fit drains. As per the work order 1259.85 man days was left as balance estimate man days but with the same balance man days at VEC one more Road from from Apalgre to Napakgre was constructed. Total length of Road is 681 meters and 6 meters wide with 2/2 fit darins. The details of work mentioned below-

b) Construction of 2 units Culvert:

The work order was sanctioned on 22/7/09. Total project cost is of Rs. 2,51,106/-. The estimate wages Component is of Rs. 1,61,106/-for 2301.51 estimate man days and the Materials Component is of Rs. 90,000/-. This was started from 30/8/09 to 15/9/09 and they have completed total 510 man days. At VEC with 510 completed man days they collected stones, sand and dug out for foundation. However the construction was discontinued in between because the entire material component was not released from Block office till the that of Social Audit. The details are mentioned in table form.

General observation:


  • There is no family who has completed 100 days.

  • The villagers think that the NREGS scheme has benefited.

  • They have ASHA worker in the village.

  • Mid-day meal is cooked 2 days in a week.

  • ANM/MPW is visiting the village one in a month.

  • Preliminary medical care is given to the children.

  • In VEC there are 55 house hold and of those 51 HH have job card. The remaining 4 HH are due to new did not get.

  • In VEC 47 HH have toilets to use and 8 HH do not have.

  • In the village school there is no toilet.

  • Villagers are using water from the Well for drinking.

  • There is no electricity connection in the village.

  • There is no SHG group in the village.

  • Payment of wages to wages seekers is made after a month.

  • After the submission of job demand application the receipt acknowledgement with date is not given to VEC.

  • For the selection of scheme/perspective plan VEC meeting was held.

  • From the block office technical asst./ Junior Engineering do not visit to VEC for inspection of implementation.

  • From the block office Technical Asst/junior engineer did not inspected the work site but Gram Sevak visits.

  • In the measurement book there are no records of daily works.

  • Works are done according to the estimates.

  • AEC Secretary/president/CC is inspecting the work site.

  • In a day they are working 7 hours.

  • The MR is being issued serially from Block office to VEC.

  • MR. is maintained by AEC Secretary.

  • In the job card application for work, giving of work and the payment of wages are recorded.

  • In the job card VEC Secretary is keeping the records.

  • Job cards are being kept under custody of job card holder.

1. Name of the Project implemented at VEC: a) Construction o Road from Banchenggre to Rongandi Gittok. b) Construction of Road from Rongkusu Stream to Abagre with 4 units Culvert. c) Construction of Road from Kakap Stream to Rongde Gittok with 2 units Culvert.

a) Construction o Road from Banchenggre to Rongandi Gittok:



  • The work order was sanctioned on 30/10/07. Total project cost is of Rs. 100800/- for 1440 estimate man days. This was started from 3/11/07 and completed on 15/11/07. As per the work order 20 man days was generated for 72 job card holders. The quality work is good. The length of the Road is 525 meters and the wide 6 meters with 1/1 fit drain.

b) Construction of Road from Rongkusu Stream to Abagre with 4 units Culvert:



  • The work order was sanctioned on 1/8/08. Total project cost is of Rs. 420060/-. The estimate wages Component is of Rs. 252036/-for 3600.51 estimate man days and the Materials Component is of Rs. 168024. This was started from 4/8/08 to 16/8/08 and 1/9/08 to 13/9/08 total 2880 man days had completed. However due to shortage of fund at Block office the project could not complete VEC. This was left incomplete because the fund BDO could not issue the fund for the remaining 720 estimate man days and for the entire materials component which was estimated in work order. Total length of the Road is 960 meters and the wide is 6 meters with 1/1 fit drains. The details are mentioned in table form.

  • The work order was sanctioned on 22/8/09. Total project cost is of Rs. 355528/- The estimate wages Component is of Rs. 235528/-for 3364.68 estimate man days and the Materials Component is of Rs. 120000/-. This was started from 17/8/08 to 31/8/09 and completed total 825 man days. The quality of work is good and it is being done as per the estimate. The details are mentioned in table form.

a) Construction of Road from Napakgre to Bangsengsu with 1 unit Culvert:

The work order was sanctioned on 1/8/08. Total project cost is of Rs. 245000/-. The estimate wages Component is of Rs. 147000/-for 2100 estimate man days and the Materials Component is of Rs. 98,000/-. This was started from 11/8/08 to 25/8/08 and well completed. However due to no issuance of entire Materials Component the Culverts were not constructed at VEC. The details of work mentioned below-

The work order was sanctioned on 22/7/09. Total project cost is of Rs. 460839/-. The estimate wages Component is of Rs. 310839/-for 4440.55 estimate man days and the Materials Component is of Rs. 150000/-. This was started from 3/8/09 and till Audit they have completed total 780 man days. At VEC out of 1000. 1 meters estimate length of Road 210 meters have completed within the 780 man days.the breath of the road is 7 meters with 1.5/1.5 fit drains. However the construction of Culvert is not yet started just dug out for the foundation. The details are mentioned in table form:
