§ 10:139-1.1 Mission and goals of the Division of Disability Services
(a) The Division of Disability Services, within the Department of Human Services, is designated in accordance with the terms of Executive Reorganization Plan 001-2001, N.J.S.A. 30:6E-1 et seq., as the central point for information and referral for all individuals with disabilities.

(b) The goals of the Division of Disability Services are as follows:

1. To promote and facilitate the maximum independence of people with disabilities through information and access to services and supports;

2. To provide information and referral services to people with disabilities and their families, who are seeking help locating appropriate resources in their communities;

3. To foster coordination and cooperation among government agencies that serve people with disabilities;

4. To operate as a State-level coordinating body between all Divisions and Departments of State government offering services to individuals with disabilities;

5. To serve as the central focal point for cross-cutting disability issues and help design services and supports to persons with disabilities; and

6. To serve as the State's lead agency for brain injury services pursuant to N.J.S.A. 30:6F-1 et seq.

§ 10:139-1.2 Organization and functions of the Division of Disability Services
(a) The Division of Disability Services operates as an integral part of the Department of Human Services.

(b) Programs and services of the Division are administered by a Director, who is appointed by the Commissioner, Department of Human Services.

(c) Under the direction of the Director of the Division of Disability Services, the specific functions and goals of the Division include, but are not limited to:

1. Operating a comprehensive information and referral system for persons of all ages with disabilities;

2. Coordinating State government agencies offering services to individuals with disabilities;

3. Creating a link to all State and county disability programs;

4. Becoming a central focus for disability issues;

5. Maintaining an Advisory Board;

6. Administering the New Jersey Personal Assistance Services Program, pursuant to N.J.A.C. 10:140;

7. Operate the New Jersey Personal Preference Program;

8. Administering the Medicaid Infrastructure Grant;

9. Administering the Medicaid Personal Care Assistant Services Program;

10. Administering the AIDS Community Care Alternatives Program (ACCAP);

11. Administering the Community Resources for People With Disabilities (CRPD) Waiver Program;

12. Administering the Traumatic Brain Injury (TBI) Waiver Program; and

13. Administering the Traumatic Brain Injury Fund pursuant to N.J.S.A. 30:6F-5.
